Fear thou not, for I am with thee; be not dismayed, for I am thy God; I will strengthen thee; yea, I will help thee.
Isaiah 41:10 (ASV)
"Fear thou not" comes with a reason attached: "for I am with thee." The thing you are afraid of can be every bit as real as it looks. What God puts up against it is Himself, right there in the middle of it, with His strength and His help.
Isaiah said this to people staring down real threats, with plenty to be afraid of. God meets their fear by promising to stand with them through the danger and hold them up under it.
Fear has a way of shrinking the whole world down to the one thing scaring you. This verse pulls the frame back open and points at the God who is with you. When you are afraid, what steadies you is Him, present in it.
